Our Story

Matt Carrasco and Ben Baysinger met while working in the Navy while testing drones.

Matt's experience in Marketing & Digital Media coupled with Ben's specialization in Data Science & Technology complemented each other in surprising and ultimately in an inseparable way.

As Veterans who understand the Technology Landscape they saw how the antiquated tools for recruitment are an impediment for new Veterans who may lack a diverse professional network and private sector experience. 

Moreover, they know that Veterans are looking for more than just a job when they leave the service, they are looking for a fulfilling career were they can dedicate themselves to a new purpose where their passion, commitment, and intelligence shine.

To fulfill this vision Matt and Ben dedicated themselves to putting an end to the era of intuition based hiring, in order to usher in a new age of device data driven hiring.

HighRscout opened its doors in 2016. Since then, they've built a network of Veteran friendly businesses dedicated to helping Veterans in the Los Angeles region. Their focus is to build an ecosystem that leverages their technology to advance Veteran hiring in Southern California. Once successful they intend to expand operations nationally as well as open their platform to support adjacent markets.

Matt Carrasco

A digital marketer, thought leader, and consumer product expert for the past ten years, Matt has launched digital products and brands for a wide group of companies including Sony Pictures, Fox, and NBCU. Matt is a veteran naval aviator of 11 years.

Ben Baysinger

Over a decade of naval aviation and unmanned systems product development experience with the US Navy, Ben is a visionary engineer and has a keen eye for product feature development. He recently completed his M.S. in Computer Science with a focus in Data Analytics and Distributed Computing.
